Add another permission set which encompasses Execute/Traverse only

Pre-defined permissions sets in the list are not customizable in Cognos Analytics 11.1.1 (version 11 onward). Need a new one which provides Execute and Traverse only. Please see the ticket: TS001873295 for details.
