Provide an option to Disable users ability to use SUBSET Editor in a websheet that is being viewed in a PAW Book.

We have complicated websheets for data entry and we do not want users to be able to edit the SUBETS that are being used as drop down selectors from a SUBNM function.

Selective decompression of zipped filed
