RTM: Have automation run serially per cluster and license device

to avoid devices update conflict and server perf degradation, serialize license services and LSF clusters update (mainly when update frequency is set to a day). should by linked with RFE 72419.

LIcence reservation in LSF License Scheduler

Reservation Information is not collected in PA and RTM
