Create a new partition if a LOB-tablespace gets a new partition in a UTS PBG

Hi Sometime the base-table is very small whereas the corresponding lob-tablespace can get bigger and bigger. So the base tablespace remains at one partition whereas the log tablespace can run against the limit of 255 datasets
