Allow to access a database during a pause in a roll forward

During a roll forward, it will be helpful to access the database in read mode in order to identify the point where to open the database. If it is not the desired point, then apply more logs, until find the desired point.

Lowering the limit for ACTIVITYTOTALTIME and UOWTOTALTIME

We should be able to trap the transaction that spent more than 10 seconds with a threshold. Can we change the low limit of the parameter ACTIVITYTOTALTIME and UOWTOTALTIME to allow a magnitude of milli second.

I'd like you to consider to add new stored procedure ADMIN_TASK_CANCEL ( like in the DB2 z/OS version https://www.ibm.com/docs/en/db2-for-zos/12?topic=db2-admin-task-cancel) in the next fix/mod/main version of DB2?
