Cognos Controller FAP client: User friendly error message needed after fixpack installed

When version upgrades are installed or fixpacks applied to the Cognos Controller Financial Analytics Publisher (FAP), there is sometimes the need to upgrade the database version of the FAP database to match.

If this point is overlooked (it's not mentioned in the Fixpack readme notes) then when users attempt to log into the FAP client, they will receive an inexplicable error that points to a bad installation.

E.g. in launching the FAP client, the user may see an error such as "System.ArgumentOutofRangeException
Unhandled Exception ... Index was out of range ..."

A user friendly error is needed instead, e.g.
"Please run the database conversion utility to convert the FAP database to the latest version".

With the main Cognos Controller client, such an error message is already in place:
""Please run the database conversion utility to convert the database to the latest version".

The same feature is needed for the FAP client.
