Consolidation without AFCs removing AFCs

A customer is reporting that when a user with access to only part of
the customer's company structure runs a consolidation without AFCs for the section of the company structure that they have access to, their consolidation removes the AFCs for companies and sub-groups elsewhere in the company structure that they do not have access to.

For instance, if User A runs a consolidation without AFCs for the group
M2000, it will remove User B's AFCs for the group M3000. M2000 and
M3000 are at the same group level in the company structure. User A has access to M2000 but not M3000
