Enhance monitoring within cloud pak for data on resources used by users

Today, a customer can monitor pods in cloud pak for data. But it is difficult to find what user is using a lot of resources. It requires investigation.

The customer has created a script that lists watson Studio Jupyter, spark rstudio usage by pods, the total memory and cpu used by user and the time they have been running.
