CP4D does't use limit ranges for the analytical runtime enviroments R and Python

As an application manager for analytics, I want computer resources to be used efficiently and cost-effectively. Not using limit range on openshift means that only a few data scientists can use the system because all computer resources are immediately allocated to a runtime environment. This makes the system inflexible, inefficient and very expensive per concurrent user.
