Sometimes dbm configuration changes are not active immediately and require a full instance restart. E.g.
adding an SSL port and config
updates of the db catalog
changes in SYS*_GROUP
...
It would be great, if a db2start command is issued while the instance is already running, the db2start code does not only emit "SQL1026N The database manager is already active", but also start any newly configured port listener, refresh the db catalog, etc. as long as it is non-disruptive.

Db2 hast too many parameters that requires instance restart. The biggest problem in our case when 24/7 is required.
PostgreSQL has feature to reload settings, just by running store procedure:
SELECT pg_reload_conf();

Add an option to the db2start command:
db2start -reload
