The new Db2 release 12.1 provides the namespace isolation via tenant feature.
Default is the SYSTEM tenant.
For ease of use and the ability to spin up seperate tenants fast, a statement like "CREATE TENANT <new tenant name> LIKE <existing tenant name>" would be great.
This should then create at least a new tenant containing the same objects, without data, like the existing tenant.
The use of db2look would be the only other way (including doing the tenant change there manually) but with a DDL statement it could be automated and used in SQL only interfaces.

The Tenant concept is great for test/dev environments when using a "deploy and destroy" approach.
The idea would be to have a "golden master tenant" out of which I can "create tenant like" for every test/dev environment. That way I don't need to run all the SQL out o one environent or create a db2look first but can have an empty (data) but defined (objects) tenant right away with a single command

Please provide some details of the use case for this function. Who should be able to create the copy? Are you intending to copy the authorities of the existing tenant or explicitly grant them?
