Support ARM64 Linux

We frequently use ARM64 Linux Docker Containers when we develop python applications on MacOS. The fact that the db2 drivers and subsequently the python packages do not support this makes our development workflow much harder.

    It requires db2client or at least IBM Data Server Driver package to be compiled for Linux OS on ARM64 processor.

    IBM Data Server Driver Package - for MacOS ARM64 - is available from V12.1 onwards.

    IBM Data Server Driver Package - for Linux X64 - is available since ages.

    IBM Data Server Driver Package - for Linux ARM64 - not available.

    dsdriver for LinuxARM64 is required to access remote Db2 server from Linux Docker container running on a MacOS Apple Silicon Chip system. Thanks.
