Asynchronous activation

Design a new db2 database configuration variable to put the database available very quickly following an ACTIVATE command. As far as I understand, the database activation can last a long time due to the control of the tablespaces. It will be interesting to check the tablespace states asynchronously and to open the database as quick as possible.

    In V11.5GA this feature is partially addressed via the DB2_DEFER_MEMORY_COMMIT feature (which is still technical preview in V11.5GA, expected to be generally available later). This feature significantly improves the database activation time, especially for database with large bufferpool and locklist configuration. The remaining improvement still needed is the activation cost due to very high number of tablespaces in the database. Will use this RFE to continue to this improvement.
