DECFLOAT support for COBOL and PLI with DCLGEN

When we run DCLGEN on an object with a DECFLOAT column, we get the following error:

DSNE958I DCLGEN DOES NOT SUPPORT THE SQL DATA TYPE DECFLOAT (SQLTYPE 996) FOR THE PLI LANGUAGE

DSNE905I EXECUTION COMPLETE, MEMBER ... ADDED

The created DECLARE and DCL statements with the DECFLOAT column are wrong and

must be manually adjusted before it can be used.

Please support the SQL data type DECFLOAT for the PLI and COBOL language.

    SInce COBOL compiler doesn't support DECFLOAT datatype yet, so there's no point for DELGEN to support it with COBOL. We should limit it to PLI only
