Change OBDRX2AC Tracking From OBD Level To TS Partition Level

Currently after an ALTER ADD COLUMN has been executed on a partitioned TS , all subsequent reorgs go through the compression cycle until all partitions have been reorged within the same modify recovery range.

For very large TSs with many partitions it is can be very difficult to impossible to reorg all the partitions in a short modify recover range.

Reorging all partitions within the same modify recovery range should not be required to turn off the compression cycle. The requirement for turning off the compression cycle for partial TS reorgs should be has the partition already been reorged since the last time a column was added to the table.
