Reduce locking on XML-auxiliary tables

Locking on XML auxiliary tables can be very CPU cost intensive
and can lead to problems with the threshold LOCKS PER USER.
Tune DB2s locking algorithms so that locking on XML-auxiliary tables
will be reduced.
