Provide a new bind-option to provide values for the remark-column in SYSPACKAGE

There were several discussions regarding APPLCOMPAT and providing a value that a customer can easily see that a package was bound a level down. This request was refused by DB2 development, but another solution was acceptable. A new bind option can be provided to specify a value for the remark column so that the customer can use this column to recognize, if a package was bound backlevel.
This solution was already discussed with Chris Crone.

    Hello Walter, The Db2 for z/OS development team lead for this component area re-reviewed this idea and would like to know if SYSPACKAGE.RELBOUND can be used. This column tells which Db2 version the package was bound on.

    Also, SYSPACKAGE.APPLCOMPAT column tells which APPLCOMPAT level the package was bound with.

    Can you please let us know if the above would be sufficient?
