Enable BCP to be able to issue SETLOGPOS via the batch interface

We are using BCP to manage  subscriptions via batch jobs, the SETLOGPOS command is is the only command that is only available using a modify STC. We will like to have the SETLOGPOS to also be enabled from BCP batch interface so we can incorporate this with the batch jobs that we use to manage the subscriptions, We can have a control card with the desired time to set the SETLOGPOS to, that will simplify the management of subscription to be handled exclusively from the batch job interface.  If possible also allow NOW as an option to specify SERVERTIME or GMTTIME so it will take the current time of execution to set that timestamp.
