Allow the application of users local time on timestamps in data export

Safer payments generated timestamps are stored in UTC and are converted using the users preferences (my account) when displayed in the UI (queries or case management).

When export dating the raw data is used and timestamps are exported in UTC.

This is fine in many cases, sometimes it would make life easier to have an export format that does apply the users timezone settings directly in the data export.

Perhaps an idea was to allow this in an extract template in queries either for all timestamps or for specific ones. The queries are our main issue.

However for the cases CSV export, or logfile export,, no extract templates could be defined, so there should be another option.

Perhaps a checkbox in user setting to apply localtime to all (iris mananged) timestamps automatically?
