Rest API support for allocation stats

we realized that allocation info is not exposed by Rest API, currently we need to do a lot of parsing for egosh alloc command output for that. 

Can we add an alloc feature for ego rest api so modern systems can directly retrieve such info.

ideally we would like to have

1. total demand and allocation in terms of slots for each consumers.

2. total demand and allocation by consumers in terms of slots for a resource group.

slot based info is sufficient, no need for MDS for now.
