System_Notices for Training should be linked to the list of Queries on the Relevancy Training UI

The System_notices that are available for the training data should be linked to the Queries. The query should indicate that there is a system notice associated with it and should be able provide an option to check the notice there in the UI.

Search option by Queries and Documents in the Relevancy Training User Interface.

There should be a search option available on the WDS Relevancy training interface. The search at a minimum needs to be one NLQ, Documents (id, document name).
