Add API to trigger schedules

For a long time Cognos has had the ability to trigger schedules using the trigger.bat utility. This however is very ouydated and impractical to run in orchestrators such as Apache Airflow. I wish for an API that can be called to trigger schedules.

Report search should only be returning items that the user has permissions to see
