Alters to objects that require reorg to material should be put into advisory reorg, such as PCTFREE

If an alter is done to a TS to PCTFREE and a REORG is not run, then the catalog is updated but the change is not materialized. This results in the DBA thinking it was done, but it really wasn;t.
