Add LSF hostgroups to source list when adding new multiple selection field

When modifying a submission template and adding a new multiple selection field, one of items in the source list should be LSF defined hostgroups. Or a custom script so I can create on to populate the available items.

PAC job list refresh should be an asynchronous
