Report schedule saved parameters in Report Properties

Users are requesting to be able to manually run a schedule. This can be done in Cognos Admin console, but they don't have access to this, and there's no way to grant them access to just the schedules in Cognos Admin console for only their groups scheduled reports. So, it would be great to be able to store the parameters and properties of the scheduled reports in the Report Properties, giving users the ability to run the schedule within the report properties of the report, using the saved parameters of the report schedule. This way they don't have to figure out what values to enter for the report when running it the one time.
