Remove Cluster Admin Role from the installation/upgrade/runtime of shared cluster components (License Manager, Certificate Manager)

In banking environments, roles are clearly segregated between teams (e.g., Infrastructure team, Application team). For day-to-day operations and application upgrades, the Application team should not require Cluster Admin privileges, as the responsibility for managing the CPD platform lies with the application team.

Granting Cluster Admin access to the Application team introduces significant risks to the bank. It would allow the team to create and execute any operations on the platform, which is not acceptable due to the potential security and operational vulnerabilities this could introduce.

Therefore, we request the removal of the requirement for Cluster Admin privileges during the installation, upgrade, and runtime operations of shared cluster components, such as the License Manager and Certificate Manager.
