Workflow Administration - Terminate Workflow Instances

PLEASE create separate security permissions around Workflow Instances. Right now, it's baked into the "Workflow" security permission. This isn't helpful - we have to rely on our IT team to terminate workflows when we (the business leads) should be doing that.


Case in point - an issue workflow is started by a user in error (started means the issue moved from Draft to Open status). In order to correct this error, the workflow needs to be terminated and fields reset. While business leads can reset the fields, only the IT admin can terminate the workflow instance. This is why it's not efficient as currently modeled.


Keeping the creation/modification/deletion of Workflows as a separate permission makes sense...but there should be a separate permission to allow groups to access Workflow Instances and terminate as needed.
