License token distribution without share based calculation by LSF License Scheduler

In License Scheduler it is mandatory to configure Project mode or Cluster mode and specify the shares for all the defined Features.
However, some license tokens are not tied to any project or cluster and should be distributed freely, without any fairshare calculation or on FCFS basis. So, there must be a possibility to define some Features which are free to use for everyone, without any share assignment. For every defined feature, there must be an option to specify either project mode or cluster mode or free mode.
