Threshold for over allocation in License Scheduler

Based on the license availability and the demand from certain project(s), LSF License scheduler can allocate more license to a project, then its define share of licenses. If limits are defined, it leads to under utilization and wastage of licenses managed by License Scheduler. The optimal solution would be to define a threshold based on the free license availability (in absolute figure or in percentage), after which LSF License Scheduler should stop over allocation of licenses to all the defined projects. This will help in optimal usage of resources managed by License Scheduler.

The requested behaviour is very similar to the existing feature delta functionality. We do not have any plan to create an alternative to feature delta at this time.
