provide a tool and/or api to inhibit a specific SSM. The SSM behavior would be similar to BEV_CRITICAL behavior. When a SSM is inhibited, it refuses to accept new connections, to create new sessions, or to accept new tasks for running sessions. In flight sessions and tasks are allowed to run to completion. when a SSM is inhibited, new connection requests result in creation of another SSM process for the same application. the new SSM process should start on a different host. If a client that is already connected to an SSM tries to create a new session, it should get an exception. it can then attempt to get a new connection which would go to a new SSM process. When an inhibited SSM has no more open sessions, the process should exit.
Feature should also include option to inhibit all SSMs on a host. In that case, inhibit behavior per-process would be as above, and also no new SSM processes can start on the host while it is inhibited.
