Enhancements to support user-defined SSM boundaries, Client/SSM flow control and error handling mechanism for exceeding limits

IBM Spectrum Symphony product defines hard-coded boundary limits for total number of live sessions (10,000) and total number of live tasks (2500000) to allow users with a guideline to scale their environments. However, there are limitations that it does not support user-defined SSM boundaries, Client/SSM flow control and error handling mechanism for exceeding limits. As a part of this RFE, we would like you to address the below enhancements: 

1) Enable user-defined scalability boundaries: Users should be allowed to set boundaries in SSM configuration to control the acceptable scale of their applications/systems - open sessions and open tasks. This will help them to define boundary limits lower than product-defined hard-coded limits to ensure there is enough in case the limits exceed. If user-defined boundaries are configured, they should always be used. Product defined boundaries should be used only when either a) no user-defined boundaries are defined in SSM configuration or b) user-defined boundaries are configured in such a way that it exceeds the product-defined boundaries 

2) Client/SSM Flow control to trigger BEV alerts when SSM limits, either user-defined / product-defined, are approaching the threshold: This will help users to implement monitoring/alerting in their respective systems to identify and address unusual behavior(s) 

3) Error handling to distinguish failures due to SSM boundary limits being exceeded (for open sessions and open tasks): This will enable users to handle their client requests and/or add retries with delays. Suggestion: SoamException has a getErrorCode() method that can be used to get a specific error code for exceeding the limits
