Add template tag parameter into HostFactory AWS template

Due to security reason, PIMCO is deploy a policy so that all resources on AWS are created with tag. HosFactory creates temporary launch template while launching AWS instance. This leads to launch AWS instance failure due to no tag for the temporary launch template. We request to add the TagSpecification parameter into the awsprov_temolates.json so that we can tag the launch template . It is high priority without this policy, it failed our security audit.



Error is below:

    The workaround pre-creating template does not work for us. There is only one subnet specified for launch template while PIMCO need multiple subnets to prevent "Out of Capacity" happening.
