The locking of cells is done currently only in the UI of the form template. So it works only for data entry in the rich client. The enhancement would be to be able to have an option to lock accounts in the account structure definition and then have IF statements for any type of import ( via the excel link or via external source) that will reject data import to locked accounts. An other solution but more complex would be to have time stamp on the account structure definition.
