Command to delete Active Logs dynamically while Db2 member is active

There is still the need to stop a Db2 member and run DSNJU003 to delete Active Logs out of BSDS datasets. This causes an outage and has bad implications on applications as well. This behavior does support 24*7. If the defined number of datasets are at the maximum limit of allowed active logs and the log space is not sufficient we can increase the size of the datasets (FL >= M500). However in that case we can't add new logs unless some logs are deleted. Adding can be done via new command '-Set Log'.

The goal is to remove the unnecessary outages of Db2 systems.
