real append processing on insert for LOB when specifying append

Our customers send us many millions of documents every day, which we have
 to save in the form of LOBs very quickly and without interruption in DB2. 
For this we use the APPEND option to be able to process the inserts 
as quickly as possible. Unfortunately, the insert algorithm for LOBs takes
 old freespace into account, which in exceptional cases can lead to the standstill
 of our central application for many thousands of customers. if inserts for LOBs 
would not take account the existing free space when specifying the append option,
 problems of the type described (standstill of a central application) 
would not arise
