Thank you for submitting this Aha! Idea. Our development team has reviewed it and indicated you can set TSQTY and IXQTY to 0, which should have the same effect as what you are asking for, to Create Tablespace and Create Index without specifying PRIQTY and SECQTY, and set zparm TSQTY and IXQTY to 0.
It should have the same effect as PRIQTY -1 and SECQTY -1.
We are also updating the syntax diagram in our IBM documentation to support the above.
