We use CDC replication. When the replication stops for any reason there is a bookmark in the form of an LRSN. We need a way to convert that LRSN to a TIMESTAMP. We need this conversion to see if the LRSN is too old, so we do not have Arhive Logs that are that old.
We do the conversion now using Log Analysis Tool, but we do not want everyone to use that tool. The persons working with CDC never uses ISPF, so that is another reason not to depend on Log Analysis Tool.
What about a scalar built-in function?

Might be in GMT, I forget.
The LRSN is derived from an MVS "STCK" just like the CURRENT TIMESTAMP.
The other way around would also be handy. Timestamp to LRSN
