Remove the OBID limitations in the workfile database

Aapplication threads that perform OPEN / FETCH / CLOSE many many times in a loop without performing a COMMIT can exhaust the OBID limit and suffer SQLCODE -497

From a recent SR.......

We see in the dump a SELECT statement using insensitive scrollable cursor. From the statistic, it shows 12733 cursors opened and 11767 closed but with 0 commit, which explains why the internal global temp table OBID reached limit.

Db2 does not do internal COMMIT for the customer application or release the OBID when CLOSE a scrollable cursor. The reason is, that the OBD might be needed in case of a ROLLBACK ! This needs a design change to change behaviour.

This requirement is raised to provide focus on a design change to remove this bottleneck
