Avoid new workload during Db2 Restart Light

In a data sharing environment a Db2 Restart Light was needed after an LPAR outage to remove retained locks and resolve indoubt units of recovery.
The failing member was automatically restarted in light mode on one of the surviving LPARs, and showing up as one of the available members in the data sharing group (DSG).
As result, thousands of batch jobs accessing the data sharing group using the group attach name were failing trying to connect to this Db2 member and forcing a lot of manual interventions.
