Implicit cast of decimal/exp notation format comparator to valid decimal value when DSNHDECM DECIMAL=COMMA

When the subsystem decimal point is a period, the following comparisons are treated as valid:

WHERE = dddd.dd
WHERE = 0.ddddddEnn

When the subsystem decimal point is a comma, comparisons in dynamic SQL of the form:

WHERE = dddd.dd
WHERE = dddd,dd
WHERE = 0.ddddddEnn

all fail with SQLCODE=-420. The SQL is only processed successfully if the DECIMAL() function is first used to convert the comparator to an acceptable format.

We would like to be able to code any comparator in a standard, accepted numeric format when the decimal point is a comma as we can when the decimal point is a period without the use of the DECIMAL() function for conversion.

These values might be

dddd,dd
0,ddddddEnn

where the application language permits commas to be used as decimal points, or

dddd.dd
0.ddddddEnn

otherwise.
