RELATED IDEAS

LSB_MC_INITFAIL_RETRY needs to handle the case where license resource (by License Scheduler) request is not satisfied.

As LSB_MC_INITFAIL_RETRY does not handle the case where license token request is not satisfied, job is repeatedly forwarded and recalled while license is not available.
As we use WAN licenses shared by multiple clusters, when the license is not available in one cluster, it won't likely be available in other clusters.

    This RFE may be partially addressed by some changes to intracluster protocols that we hope to introduce next year.
