LSF preemption behavior to preempt more than 1 license resource

I am seeing an issue with LSF preemption behavior. I have license
resources (vcs_lic and pcie_vip_lic) implemented in LSF. The preemptable queue has mix of jobs running some of them use vcs_lic only and others use vcs_lic and pcie_vip_lic license resources.

To get vcs_lic and pcie_vip_lic licenses from preemptable queue i submit a job in
preemptive queue with -R 'rusage[vcs_lic=1:pcie_vip_lic=1:duration=2]'
. But it seems that LSF is preempting job that is using vcs_lic
only instead of preemptive a job that uses vcs_lic and pcie_vip_lic. I was expecting LSF to preempt a job that is using both vcs_lic
and pcie_vip_lic license resources. But that is not the case.

Can you please take a look at it?

    In the case that there is a sufficient amount of a resource available for a high priority preemptive job, LSF will not seek to preempt low priority job to obtain that resource.

    In your test case, I assume that there is a sufficient amount of free pcie_vip_lic available, so it is sufficient for LSF to suspend a job that occupies only vcs_lic in order to dispatch the high priority job.

    If you wish to impose a preference on which jobs get preempted by a high priority job, you may consider whether you can use queue preemption preference. In the PREEMPTION parameter (lsb.queues) use the pref_level to indicate the order in which preemptable queues should be considered for preemption.

    PREEMPTION=PREEMPTIVE[[low_queue_name[+pref_level]...]]
